HALL OF FAME POLICY
ARTICLE ONE – HALL OF FAME
1.1 NAME AND PURPOSE
1.1.1 There shall be the "Southwest Basketball Association of the Deaf Hall of Fame".
1.1.2 The purpose of the SWBAD Hall of Fame shall be to honor and to enshrine deaf persons who have contributed exceptions service to the deaf of the Southwest in SWBAD and USADB as players, leaders and coaches. Also permanent files of documents, records, scorebooks, meeting minutes, program books and such other items of importance contributing to the archives shall be maintained. History of the SWBAD shall be collected and maintained.
ARTICLE TWO – MANAGEMENT
2.1 MANAGEMENT
The SWBAD Information Director, the Committee consisting of the SWBAD Executive Committee, all past SWBAD Presidents/Commissioners, who are in good standing with their club, shall manage the affairs of the SWBAD Hall of Fame. The Committee as whole shall be referred to as the SWBAD Hall of Fame Committee.
ARTICLE THREE – CONTROLLING BODY
3.1 CONTROLLING BODY
There shall be a Hall of Fame Committee consisting of the SWBAD Information Director as Chairperson and four (4) persons who are themselves already members of Hall of Fame. They shall be selected by the SWBAD Information Director with the approval of the SWBAD Executive Committee. The Hall of Fame Committee members may not hold any office in the SWBAD. They must be replaced at the discretion of the SWBAD Executive Committee.
ARTICLE FOUR – ELIGIBILITY
4.1 MINIMUM REQUIREMENTS
4.1.1 Candidates shall have accumulated thirty (30) points for players, leaders and coaches.
4.1.2 Candidate Men/Women players shall have accumulated six (6) years of service within the SWBAD excluding any activity prior to leaving grade and/or high school and shall have retired as active basketball players at five years to be eligible.
4.1.3 Coaches shall have acted at the said profession for at least six (6) years.
4.1.4 Leaders shall have contributed at least seven (7) years of service to SWBAD basketball.
4.1.5 Candidates shall be qualified for eligibility when accumulating minimum number of points in one of the categories.
4.1.6 Any player whose candidacy is approved for admittance and induction into the Hall of Fame shall be inactive in the SWBAD basketball for a period of five (5) years for men player and four (4) years for women player.
4.1.7 Only one (1) Hall of Fame award shall be presented per individual.
4.1.8 No person shall be elected in more than one (category to the SWBAD Hall of Fame.
4.1.9 An enshrinement of the candidates in the Old Timer category shall be earned between twelve (12) points and thirty (30) points.
ARTICLE FIVE – CRITERIA FOR SELECTIONS
5.1 PROCEDURES
5.1.1 Hall of Fame candidates shall be elected for outstanding performance, integrity, sportsmanship, character, leadership and long service recognition as provided by a point system.
5.1.2 There shall be no discrimination factors involved in selected a candidate. (i.e.; race, creed, religion, political or residential).
5.1.3 Candidates may be nominated by any Hall of Fame Committee member with the exception of the Hall of Fame Committee supporting materials. However, if the SWBAD Information Director has additional facts available, it shall be responsibility to enclose the information with the nominator's name and shall not disclose.
5.1.4 The Hall of Fame Committee shall screen all nomination and on the basic of the criteria, select not less than three (3) or more than five (5) names or persons who meet the highest standards. In the event that there are less than three (3) suitable candidates in any category, that category shall be left off the ballot. A summary of each nominee's qualifications, not to exceed two hundred fifty (250) words, shall be prepared and these shall be mailed with the ballot.
5.1.5 The Hall of Fame Committee may waiver the minimum point system and three (3) years retirement in exceptional cases by a two-third (2/3) vote of the members of the Committee.
ARTICLE SIX – ELECTORS
6.1 ELECTORS
6.1.1 The SWBAD Information Director is responsible for nominating and electing without the electors will be inform the SWBAD Executive Committee of elections for Hall of Fame selections.
6.1.2 The Hall of Fame electors, at their discretion, may elect "Old Timers Players, men and women basketball players, basketball coaches and leaders". The results of the election shall be announced by December 15th.
6.1.3 Electors whose name(s) appear on the official ballot of the SWBAD Hall of Fame election shall not be deprived of vote on the whole ballot, but shall not vote in the category in which the name appears.
6.1.4 The Hall of Fame electors may submit up to five (5) names in each category for election.
6.2 Verification of Ballots: Ballots shall be counted and the tabulated results shall be sent to the four (4) members of Hall of Fame Committee for verification. The Chairperson shall send copies of the ballots to any committee members when they request for it. They respond to the Chairperson regarding the verification of tabulations with ten (10) days. The Chairperson then may announce results of the ballots. After, a period of six (6) months, the Chairperson shall destroy all of the ballots received.
6.3 POINTS
6.3.1 Electors may vote up to three (3) candidates in each category in a scale of five (5) points for first (1st) choice, three (3) points for second (2nd) choice and one (1) point for third (3rd) choice.
6.4 MINIMUM POINTS
6.4.1 As for the Hall of Fame shall be followed. No minimum number of points is required for the election.
ARTICLE SEVEN – HALL OF FAME CEREMONY
7.1 CEREMONY
The basketball category honorees shall be inducted into the SWBAD Hall of Fame ceremony during the tournament Grand ball of the annual SWBAD basketball tournament. The SWBAD Information Director shall be responsible for presentations of individual plaques as well as exhibiting the perpetual plaque.
7.2 EXPENSE OF HONOREES
The SWBAD Information Director shall purchase early bird combo tickets including the registration fee to the SWBAD tournaments for the honorees at the expenses from Hall of Fame treasury.
7.3 PLAQUES
7.3.1 The honorees' names shall be engraved on the permanent SWBAD Hall of Fame plaque which shall be on display during the annual SWBAD basketball tournament.
7.3.2 The honorees shall be given individual SWBAD Hall of Fame plaques with their names engraved on them.
7.3.3 All the newly elected Hall of Fame members shall receive a citation in the form of a plaque in recognition of their achievement. Also, a five by seven inches (5" X 7") photograph and a written citation shall be placed in an album kept by the SWBAD Information Director. (Later all album shall be displayed at a permanent site.)
ARTICLE EIGHT – POINT SYSTEM TABLES
8.1 ALLOCATION OF POINTS
Whenever an individual shares the duties with another person during the tenure as delegate, coach, officer or etc.; points received will be awarded on a fifty-fifty (50-50) basis between the two (2) individuals so as to promote fairness among them.
8.2 LEADERS
Points shall be awarded as follows:
8.2.1 For each elected Officer present at the SWBAD Executive Committee Meeting 5 Points
8.2.2 Each host Chairperson on completion of the tournament 5 Points
8.2.3 SWBAD delegate to the USADB Executive Committee meeting 2 Points
8.2.4 Any elected USADB Officer from the SWBAD region 7 Points
8.2.5 USADB Host General Chairperson within the SWBAD region 3 Points
8.3 COACHES
Points shall be awarded as follows:
8.3.1 Coach of SWBAD team actually participating in SWBAD or USADB Tournament 1 Point
8.3.2 In addition to the above, points shall be awarded to the Coach as follows:
Championship 4 Points
Runner-up 2 Points
8.3.3 Coach of the Tournament 2 Points
8.3.4 Also a number of points will be awarded to the coach of the SWBAD, who placed similarly in the USADB tournament.
8.4 PLAYERS (MEN AND WOMEN)
Points shall be awarded as follows:
8.4.1 Active participant in SWBAD tournament 1 Point
8.4.2 Active participant in USADB tournament 1 Point
8.4.3 Most Valuable Player 3 Points
8.4.4 First (1st) Team All-Tournament (limit five (5) players) 2 Points
8.4.5 Second (2nd) Team All-Tournament (limit five (5) players) 1 Point
8.4.6 Individual Sportsmanship award 2 Points
8.4.7 Tournament Most Rebounds 2 Points
8.4.8 Tournament Most Assist 2 Points
8.4.9 Tournament High Scorer 2 Points
8.4.10 Tournament Most Three-Points Field Goal Made 2 Points
8.4.11 Each participant on the team awarded Team Sportsmanship 1 Point
8.4.12 Also a number of points will be awarded to the players of the SWBAD, who placed similarly in the USADB tournament.
ARTICLE NINE – HALL OF FAME POLICY
9.1 Hall of Fame policies may be amended, altered or revoked at the delegate meetings by two-third (2/3) vote of the delegates present and voting at the meeting.
9.2 Should the USADB change its Hall of Fame Policies affecting SWBAD in the interim. SWBAD should be so governed and shall officially change its policies to conform to that of the USADB at the next SWBAD delegate meeting.
